City Council to Review Public Hearing Draft General Plan and Draft EIR on September 28th
Westminster City Council will review the Public Hearing Draft General Plan and the Draft EIR on Wednesday, September 28th, at 7:00 p.m. in the City Council Chambers at 8200 Westminster Blvd., Westminster, CA 92683. The General Plan Advisory Committee members will also be recognized by the Westminster City Council for their service. Please join us to celebrate the General Plan and learn how the City is moving towards implementing the community’s long-term vision.

The City of Westminster is excited to share with you the long-awaited Hearing Draft General Plan, Implementation Plan, and Draft Environmental Impact Report (DEIR). These documents are the culmination of a two year effort involving many meetings with the community, General Plan Advisory Committee, City staff, the Planning Commission and the City Council. The General Plan is a state-mandated document that includes the maps and policies that will guide Westminster’s growth for the next 20 years. The City’s Updated Plan includes chapters addressing land use, economic development, community design, mobility, parks and recreation, infrastructure and natural resources, and public health and safety (a separate part of the General Plan addresses housing; that portion was adopted in 2014 to meet State requirements). The City has also developed an Implementation Plan which includes a list of specific actions that the City can take to implement the ideas in the General Plan, including responsible departments and estimated timeframes to complete them . A Draft Environmental Impact Report (DEIR) has been prepared to evaluate the potential environmental impacts that could occur as the new Plan is implemented.

Thank you for attending the Environmental Impact Report Scoping Meeting
Wednesday, January 6, 2016 (past event) 6:30 pm – 8:00 pm Miriam Warne Community Building The City of Westminster requested identification of environmental issues and information that you or your organization believes should be considered in the Environmental Impact Report (EIR). The City held a scoping meeting for the project to receive comments on the scope and content of the EIR on Wednesday, January 6, 2016 from 6:30 p.m. to 8:00 p.m. at the Miriam Warne Community Building (14491 Beach Boulevard, Suite A, Westminster, CA 92683).
City Council Accepts Proposed Land Use Plan
After receiving unanimous approval by the Planning Commission and the General Plan Advisory Committee (GPAC), the Westminster City Council accepted the Proposed Land Use Plan at their regularly scheduled meeting on Wednesday October 28th, 2015. The Plan shows how various land uses are proposed to be organized throughout the City and is a component of the Land Use Element of the General Plan, and seeks to implement the Council Approved Vision Statement by accommodating future growth along corridors and in key activity centers and preserving and protecting the City’s existing residential neighborhoods, parks, schools, and other important facilities.

GPAC Bus Tour a Success!
On June 13th, the Westminster General Plan Advisory Committee (GPAC) went on a bus tour of project examples throughout Orange County to get a better idea of what the community wants Westminster to look like in the future. The bus tour included visiting Beach Blvd and Edinger Ave in Huntington Beach, the Residences at Bella Terra, the Triangle and Superior Pointe in Costa Mesa, SoCo/OC Mix in Costa Mesa, and Downtown Santa Ana/the 4th Street Market. City Council Approves Westminster Vision Statement!
At their April 15th meeting, the Westminster City Council approved a long-term Vision Statement for the City of Westminster. During the meeting, City Council also reviewed the General Plan public outreach activities and input, and key findings from the Community Snapshot and Market Analysis.

On November 15th, the City of Westminster held its first General Plan Community Open House inside Westminster Mall (near Target). Check out the Vision Outreach Summary and learn what other community members would like to see for the future of Westminster! Westminster residents, business owners, and visitors attended the event, and helped the City to answer the following questions…
- Many people think that Little Saigon and the splash pad at Sigler Park are special and unique places in Westminster. What do you think is special about your community?
- Westminster residents live close to some of Southern California’s most popular entertainment options. What new recreation, shopping or dining options do you want to have here?
- Westminster will continue to grow and need new housing for your children, your children’s teachers, and for you when you retire. Where do you think new housing should be built?
- Only 3% of Westminster’s residents walk or bike to work. Is there somewhere in Westminster you wish you could bike or walk to, but can’t right now?
There were numerous activities for all ages, including a raffle which community members who shared their ideas could enter.

Learn About the General Plan Advisory Committee
The City of Westminster recently appointed a group of residents, business owners and tenants, property owners, and community organization representatives to the City’s General Plan Advisory Committee (GPAC). The GPAC is an ad hoc committee established by the City of Westminster for purposes of the General Plan. The GPAC will serve as one of the primary channels for the community to make recommendations to the City Council on the updated Westminster General Plan.
